坚持和平发展道路　推动建设和谐世界

　　The People's Daily, the leading Chinese newspaper, on August 24 front-pages an editorial to greet the three-day Central Meeting on Foreign Affairs Work that ended on Aug. 23. The editorial is entitled "Keeping up the building of harmonious society along the road of peaceful development", and its excerpts are as follow:
　　为期三日的中央外事工作会议于8月23日胜利闭幕。《人民日报》8月24日头版发表了题为“坚持和平发展道路，推动建设和谐世界”的评论员文章表示祝贺。全文如下：

　　The convocation of the central meeting on foreign affairs work is a major strategic move taken by the Communist Party of China (CPC) to strengthen and improve the country's foreign affairs work.
　　中央外事工作会议的召开，是党中央加强和改进外事工作的一项重大战略举措。

　　Since the 16th CPC National Congress held in 2002, the CPC Central Committee with Hu Jintao as the general secretary, holding high the banner of peace, development and cooperation and adhering to the independent foreign policy of peace, has responded appropriately to the complex international situation and contributed positively to the world's peaceful development,
　　党的十六大以来，以胡锦涛同志为总书记的党中央，高举和平、发展、合作的旗帜，坚持独立自主的和平外交政策，妥善应对纷繁复杂的国际形势，正确统筹国内国际两个大局，推动我国外事工作取得了显著成绩，为改革开放和社会主义现代化建设作出了重要贡献，为促进世界的和平发展作出了积极贡献。

　　The foreign affairs work in the new era should take as guidance Mao Zedong Thought, Deng Xiaoping Theory, and the important thought of the "three representatives," implement the outlook of scientific development in an all-round way, coordinate the overall international and domestic situation and, center around the Party's primary task of wielding power and invigorating the nation, unswervingly take the road of peaceful development and carry out foreign affairs work in a multi-dimensional manner.
　　新时期新阶段的外事工作，要坚持以毛泽东思想、邓小平理论和“三个代表”重要思想为指导，全面贯彻落实科学发展观，统筹国际国内两个大局，紧紧围绕发展这个党执政兴国的第一要务，坚定不移地走和平发展道路，全方位开展外事工作。

　　It is imperative to coordinate the domestic and international situation. China should keep the direction of its development steady in view of both international and domestic situations, create conditions for development by tapping the resources of China and the world at large complimentary and take hold of the overall development by keeping abreast of the comprehensive functioning of domestic and international factors.
　　要坚持统筹国内国际两个大局。我们必须更加注重从国际国内形势的相互联系中把握发展方向，更加注重从国际国内条件的相互转化中用好发展机遇，更加注重从国际国内资源的优势互补中创造发展条件，更加注重从国际国内因素的综合作用中掌握发展全局。

　　It is imperative to adhere to peaceful development. China should not only develop itself by the way of safeguard the world peace but promote the world peace through its self development, beef up its peaceful co-existence and mutual cooperation with other countries. Only in this way, can China create still better external conditions for its own development and ensures a still better, sustain development for itself.
　　要坚持走和平发展道路。作为一个拥有１３亿人口并坚持走社会主义道路的发展中大国，以何种方式实现发展，必然会引起世界越来越多的关注。我们只有高举和平、发展、合作的旗帜，坚持走和平发展道路，既通过维护世界和平来发展自己，又以自身的发展促进世界和平，加强同世界各国和平共处、互利合作，才能为我国发展创造更好的外部条件，更好地实现持久发展。

　　It is essential to adhere to "mutual benefits and win-win" strategy in opening up. By stepping up its economic and technical cooperation with overseas, China will spur the economic globalization in the direction facilitating the common prosperity of all nations and, by reinforcing its cultural exchanges and cooperation, advance the civilization and progress of the humanity.
　　要坚持互利共赢的开放战略。中国的发展有利于世界和平与发展。我们既要坚定不移地争取和维护我国的正当权益，也要妥善处理同其他国家的利益关系。通过加强对外经济技术合作，推动经济全球化向有利于各国共同繁荣的方向发展；通过加强对外文化交流合作，推动人类文明进步。

　　It is essential to persevere in the construction of a harmonious world. China should work wholeheartedly to co-exist with other countries politically, seek common growth economically, make each other's deficiency culturally and increase mutual understanding in security. Meanwhile, any actions detrimental to its sovereignty, security and development interests will resolutely opposed with a clear-cut stand.
　　要坚持推动建设和谐世界。和谐是中华文明优秀传统的重要价值取向，也是人类社会的不懈追求。我们要致力于政治上与各国和谐相处，经济上共同发展，文化上取长补短，安全上加深互信。同时，对于损害我国主权、安全、发展利益的行径，对于损害世界各国人民共同利益的行径，必须旗帜鲜明地坚持原则，坚决斗争。

　　It is imperative to keep to the idea of "taking the people first," and the foreign affairs work should serve and benefit all Chinese people. China will do still better substantial and down-to-earth things for the people of the developing nations and make more trustworthy friends among them, so as to keep solidifying the basis of its diplomatic affairs work.
　　要坚持以人为本的思想。要按照外事为民的要求，实践为人民服务的宗旨，使外事工作成果惠及全体人民。要不断加强我国海外利益保护能力建设，加强领事和侨务工作，依法维护我国海外机构和人员的安全和合法权益。要力所能及地为发展中国家人民办好事、办实事，广交朋友深交朋友，夯实对外工作的社会基础。

　　As foreign affairs work is aimed at safeguarding the global peace and promoting common development, China will demonstrate to the world by its concrete deeds that the country has always been a vital force for safeguarding the world peace and promoting the common development and its people have always been the trustworthy friends and the friendly, cooperative partners of the people around the globe.
　　中国对外政策的宗旨是维护世界和平、促进共同发展。中国将以实际行动向世界表明，中国始终是维护世界和平、促进共同发展的重要力量，中国人民始终是各国人民可以信赖的朋友和友好合作的伙伴。

　　Meanwhile, the crux of matter in doing a superb job with the foreign affairs work in the new era lies in improving the leadership of the CPC, and those officials involved in the work are duty bound to work harder still and contribute themselves more to the prosperity of the nation and the wellbeing of its people with their outstanding work performance.
　　做好新形势下的外事工作，加强党的领导是关键。外事战线的同志，更要同心同德、埋头苦干、锐意进取，以优异的工作成绩，为国家繁荣富强和人民幸福安康作出新的更大的贡献！
